AIRBORNE PILOT DEVIATIONS

What is an airborne pilot deviation? The actions of a pilot that result in the violation of a Federal Aviation Regulation while in flight. Such deviations could result in a loss of separation between your airplane and another or with the next mountain peak!

Why do pilot deviations happen? Pilots don't start off the day by saying, "Today I'm going to go out and commit a pilot deviation." We don't say, "I'm going to fly through some airspace that I'm not supposed to." No, pilot deviations occur because of poor technique, inattention, or failure to plan properly.

The FAA Safety Team wants airmen to be aware of this problem, and encourages pilots to increase their awareness and skills so that aviation safety is enhanced.

Types of IFR Deviations (Listed in order)

Altitude violations - Failure to maintain the assigned altitude
Course clearance violations
Airspeed violations
Missing a compulsory reporting point

What can be done about it?

First, have a method to remember and record directions and/or clearances from ATC, and second, execute the action. For example,

Write it down,
Input it into an altitude alerter or avionics system, or
Index the heading bug

Use current directories, charts, approach plates, and data bases
If ever in question, call ATC and confirm

Types of VFR Deviations (Listed in order)

Airspace violations - Flying into airspace such as class B, C, D, prohibited, restricted or TFR's without communication and/or clearance
Flying VFR into IMC conditions
Low level flight
Required aircraft equipment is not installed or operating

What can be done about it?

Improve flight planning - Know the route and requirements
Have only current directories, charts and data bases onboard
Obtain better/complete weather briefings
Obtain the NOTAM's and TFR's for your route of flight

Plan ahead and be precise in your preparation for flight and in your actions while operating the aircraft. Don't become complacent or make assumptions. Always be alert and aware and continually processing the situation. Ask yourself, "Do I really have everything correct?"

On November 19, 2009, the FAA will implement a comprehensive set of new rules that significantly enhances safety in the area around New York's Hudson River. These safety changes modify procedures to the exclusionary zone that overlies the Hudson River. On Tuesday night, August 18^th, from 5-7 PM in the Cargill Room of LHI in downtown La Crosse, Don Weber is hosting a thank you/appreciation social for all that volunteered their time and services to help with our first ever Freedom Fest. Burgers, hot dogs, pop, beer and wine will be provided. We'll have folks from Airfest, Vets Cycle Ride, general helpers, the Lonestar Concert, and the Freedom Honor Flight all coming together.

Great Show!!! and even GREATER Group to work with!!!!!!!

All though we may have been smaller in ranks this year, it was more than made up for with enthusiasm, spirit, cooperation, and TEAMWORK!!! I am very proud to say the I'm a part of the AIRFEST Team, your comments sum it it better than I can, and the feed back we've getting from out out of town guests, locals, and the La Crosse area has been nothing but praise on how EVERTHING went!!! Now is the time I would like to have everone put down some notes, of course " the good", and the not so good, what work well and what we might try next time. By the end of July I'll need to have the paperwork in for the Blues and Birds already. We're working on the show numbers as this is getting written and it will take soome weeks to get it put together. The munber I've hear the most the last week has been, Number One, "This has been the best show I've been to this year by FAR!!!" " You all have done a great job and have a First class show!!!" Termination of satellite monitoring of 121.5 MHz ELTs will happen in under a month. Are you ready?

On 1 February 2009, the International Cospas-Sarsat [1] [1] Organization (U.S. included) will terminate processing of distress signals emitted by 121.5 MHz Emergency Locator Transmitters (ELTs). Pilots flying aircraft equipped with 121.5 MHz ELTs after that date will have to depend on pilots of over flying aircraft and or ground stations monitoring 121.5 to hear and report distress alert signals, transmitted from a possible crash site.

Protect each other…

Currently only 12-15% of the registered aircraft in the United States are flying with 406 MHz ELTs. This means that there is at least an 85% chance that an aircraft in an accident will only transmit a 121.5 MHz signal, thus remaining silent to the satellites. It will be up to other pilots monitoring the 121.5 MHz frequency in the cockpit to alert Search and Rescue authorities to accidents involving 121.5. When you fly, look out for your fellow pilots and when possible monitor 121.5 MHz.

If a 121.5 MHz ELT is heard on guard, report to the nearest air traffic control tower, the time and location of when you first detect the ELT, when it is the loudest and when it drops off your radio. Listening and reporting may well be the difference that saves a life.

Protect yourself…

Cospas-Sarsat System (U.S. included) has been and will continue processing emergency signals transmitted by 406 MHz ELTs. These 5 Watt digital beacons transmit a much stronger signal, are more accurate, verifiable and traceable to the registered beacon owner (406 MHz ELTs must be registered by the owner in accordance with Federal Communications Commission (FCC) regulation at www.beaconregistration.noaa.gov). Registration allows the search and rescue authorities to contact the beacon owner, or his or her designated alternate by telephone to determine if a real emergency exists. Therefore, a simple telephone call often solves a 406 MHz alerts without launching costly and limited search and rescue resources, which would have to be done for a 121.5 MHz alert. For these reasons, the search and rescue community is encouraging aircraft owners to consider retrofit of 406 MHz ELTs or at a minimum, consider the purchase of a handheld 406 MHz Personal Locator Beacon (PLB) which can be carried in the cockpit while continuing to maintain a fixed 121.5 MHz ELT mounted in the aircraft’s tail. Protect yourself and your passengers and Get the Fix… Switch to 406.

Remember, after February 1, 2009, the world-wide Cospas-Sarsat satellite system will no longer process 121.5 MHz alert signals. Pilots involved in aircraft accidents in remote areas will have to depend on pilots of over flying aircraft and or ground stations to hear emergency ELT distress signals. GA Operators Must Get Waivers To Fly

The Republican National Convention will be held at the Xcel Energy Center in St. Paul, MN September 1-4. The national conventions of the major parties are seen by many US citizens as a celebration of personal freedoms... but if you're a general aviation pilot, personal freedom may not be the lasting memory.

The St. Paul Pioneer Press reports the FAA will require GA pilots wishing to fly into Minneapolis-St. Paul International Airport and St. Paul's Holman Field to get a waiver 72 hours in advance, or land at an alternate airport like St. Cloud or Rochester and have your plane searched.

There will also be a TFR in effect for a 10-mile radius around the Xcel Center.

Hi all,

Sorry that I provided some incorrect information. The meeting is Tuesday not the normal Monday. In addition, the subject that is of particular interest is "capital improvement projects." That includes the building of additional t-hangers.

The important thing to know is that nothing sleeps forever. The rent/lease thing will probably instead come up before the Highways, Properties & Utilities Committee soon.

Discussions about hangar rents are resuming. We again need to mobilize beginning with the Aviation Board Meeting on Monday, January 21st at 4:30 in the afternoon. Will provide more information as it becomes available. Perhaps there should be a meeting at the Flyers Clubhouse after that or sooner if people are available and willing.

The EAA Christmas Party...

The chapter Christmas Party scheduled for tomorrow night (December 1) has been cancelled and has been re-scheduled for January 5, 2008.

This action was taken because of a high probablity of bad weather entering the area tomorrow. There is a concern for the driving safety of those who were coming to the party due to the predicted mix of freezing rain and snow.

A reminder notice will be sent out the week of the new party date.
